I don't know what part of India you observed this the most, but I don't think it's any different from how people in other 'closed' communities see people with dark skin, or people with different skin colors in general. Holy Basil is also great for cookery. Its usually treated in the a similar way to a bay leaf in English cuisine - added to a stew/curry to add flavour through the long cooking process.
