He was (and still is) the Dein of Agbor. I know because I worked at the embassy for two years and I organised that party, which was their national day in 2004 - October 12th. A friend of yours delivered you the report, and he probably got the inaccurate information from someone else at the party and not from the horse's mouth, since the Dein of Agbor is to be approached by no one.
