I'm not sure that our forefathers had a clue about fractals in the sense that modern day mathematicians do, but I do suspect that there's some truth in what Mr Eglash says about the structures and shapes having more significance and meaning than meets the eye. Especially so because usually there is a cultural explanation for why certain structures are constructed in a particular way. Fractals by coincidence, but intentional nontheless.
